In compliance with City Ordinances, the City Manager shall publish in the official newspaper a notice directing owners or occupants of property to remove all weeds or grasses declared to be a nuisance. If not mowed or destroyed before these weeds or grasses are 8 inches in height or before they are about to go to seed, the City shall cause the weeds and grasses to be destroyed at the expense of the owner and if not paid, the charge for such work will be billed against the property concerned.
