Between April 1 and November 1, it is unlawful for any person to discharge or cause to be discharged, or permit a connection that would cause such discharge, any unpolluted waters such as stormwater, surface water, groundwater, roof runoff, subsurface drainage, or cooling water to any building drain or sewer which in turn is connected directly or indirectly to the sanitary sewer unless such connection is approved in writing by the Public Works Director.
