MINUTES-MORRIS CITY COUNCIL-REGULAR MEETING-SEPTEMBER 22,
2009
The
regular meeting of the Morris City Council was called to order at 5:15 p.m.
this 22nd day of September, 2009, by Mayor Giese in the Council
Chambers of the Morris Senior Citizens/Community Center.
PLEDGE
OF ALLEGIANCE; The Pledge of
Allegiance was recited.
ROLL
CALL: Roll call was taken with
the following members present:
Council members Storck, Carrington, Miller, and Mayor Giese. Council member Webster was absent. Also present were Chief of Police
Beauregard, Engineering Surveyor/Inspector Fier, City Attorney Glasrud, Public
Works Director Dittbenner, and City Manager Hill.
Mayor
Giese added an Application and Permit for a 1-4 Day Temporary On-
Sale Liquor License for the American Legion as item G. on the consent agenda.
CITIZEN’S
COMMENTS: Introduction
of New Police Officer: Police
Chief Beauregard introduced the City’s newest patrol officer, Jared Dittbenner,
to the Council. Mayor Giese
administered the oath to Dittbenner.

HEARINGS: None.
READING
AND APPROVAL OF MINUTES: 9/8/09
Regular Meeting Minutes:
Council member Storck moved, seconded by Miller, to accept the minutes
of the 9/8/09 regular meeting as presented. Motion carried.

Condensed Version Minutes:
Mayor Giese moved, seconded by Council member Carrington, to approve the
9/8/09 condensed version minutes.
Motion carried.
CONSENT
AGENDA: Mayor Giese moved the
previously added Item G. (temporary on-sale liquor license application) to A.
under Petitions, Requests and Communication.

Giese moved, seconded by Council member Miller, to approve the consent agenda,
which included the following items:

PETITIONS,
REQUESTS AND COMMUNICATIONS: Application
and Permit for 1-4 Day Temporary On-Sale Liquor License: The American Legion applied for a
temporary 1-4 Day On-Sale Liquor License for September 23, 2009 at the
Armory. Council member Miller
asked why this license was necessary.
It was explained that with their caterer’s permit, the Legion could have
sold alcohol off-premises for this event if they were also serving the
food. However, for this event, the
Legion is not serving the food, therefore this license is required. Council member Miller moved, seconded
by Carrington, to approve the temporary 1-4 Day On-Sale Liquor License for the
American Legion for September 23, 2009.

ORDINANCES
AND RESOLUTIONS: Resolution
Approving a Lease Agreement with the FAA for RCO Space at the Morris Airport: City Manger Hill explained this is a
continuation of a lease the City has with the Federal Aviation Administration
for space at the Morris Municipal Airport for their Remote Communications
Outlet. He recommended the lease
be approved.

member Miller moved, seconded by Storck, to approve Resolution #2885-9-09, A
Resolution Approving a Lease Agreement with the Federal Aviation Administration
for Remote Communications Outlet Space at the Morris Municipal Airport. Voting was as follows:

CITY
MANAGER’S REPORTS AND RECOMMENDATIONS: City Manager Report: There have been several complaints about the bells that play
at the cemetery. Hill indicated he
is working with the individual in charge of the cemetery bells. He stated he would keep the Council
informed of the outcome.
Hill
indicated he has spoken with all three bargaining units regarding the potential
of wage freezes for 2010. He
stated all three units would have to agree to the wage freeze in order for it
to be implemented.
Hill
stated a work session will need to be set for the end of October or beginning
of November to go over budgets.
The plan
is to get the Highland Homes project blacktopped this week.
The park
board has discussed installing a dog park. Several locations for such a park were discussed.
NEW
BUSINESS: Tourism Board: Mayor Giese indicated they have not yet
begun to meet, but he will keep the Council informed of their work.
Firemen’s
Memorial: Council member
Miller thanked everyone that attended the Memorial Dedication at the Fire Hall
this past weekend.
